This melody is commonly though incorrectly attributed to Australian composer Percy Grainger, and is often published under his name as it is here. Grainger's concert band setting of this melody is famous among wind and brass players and has inspired many arrangements for other ensembles. In fact, the tune is ancient and its composer is unknown. -cdp
